يقول الله تعالى: {مَنْ يَشَإِ اللَّهُ يُضْلِلْهُ وَمَنْ يَشَأْ يَجْعَلْهُ عَلَى صِرَاطٍ مُسْتَقِيمٍ} [الأنعام: 39]. يقول الله تعالى: {لَا يُسْأَلُ عَمَّا يَفْعَلُ وَهُمْ يُسْأَلُونَ} [الأنبياء: 23]. الإرادة نوعان: 1 - إرادة كونية قدرية، وهي المشيئة الشاملة لجميع الحوادث، كقوله تعالى: {وَلَكِنَّ اللَّهَ يَفْعَلُ مَا يُرِيدُ} [البقرة: 253]، 2 - إرادة دينية شرعية، وهي المتضمنة للمحبة والرضا، كقوله تعالى: {يُرِيدُ اللَّهُ بِكُمُ الْيُسْرَ وَلَا يُرِيدُ بِكُمُ الْعُسْرَ} [البقرة: 185]. أخبر سبحانه وتعالى أن كل شيء يقع من أفعال الناس وغيرهم؛ فإنه يقع بمشيئته، كل حادث يحدث، سواء أكان بسبب فعل الإنسان أم كان بسبب آخر؛ فإنه لا يقع إلا بمشيئة الله، ولو شاء الله ما وقع. من توفيق مَن شاء، وخذلان مَن شاء، لا رادّ لحكمه، ولا مبدل لقضائه، فهو يفعل ما يشاء، ويحكم ما يريد، لا اعتراض عليه في ملكه وفعله. فإرادته غالبة ومشيئته نافذة، وفي هذا ونحوه دلالة على أن الله تعالى لم يزل يفعل ما اقتضته مشيئته وحكمته. أورد أَبُو الْقَاسِم بن حبيب فِي تَفْسِيره بِإِسْنَادِهِ أَن عَليّ بن أبي طَالب رَضِي الله عَنهُ سَأَلَهُ سَائل عَن الْقدر فَقَالَ: طَرِيق دَقِيق لَا تمش فِيهِ، فَقَالَ: يَا أَمِير الْمُؤمنِينَ أَخْبرنِي عَن الْقدر، فَقَالَ، بَحر عميق لَا تخض فِيهِ، فَقَالَ: يَا أَمِير الْمُؤمنِينَ أَخْبرنِي عَن الْقدر، فَقَالَ: سر خَفِي لله لَا تفشه، فَقَالَ: يَا أَمِير الْمُؤمنِينَ أَخْبرنِي عَن الْقدر، فَقَالَ عَليّ رَضِي الله عَنهُ: يَا سَائل إِن الله تَعَالَى خلقك كَمَا شَاءَ، أَو كَمَا شِئْت؟ فَقَالَ: كَمَا شَاءَ قَالَ إِن الله تَعَالَى يَبْعَثك يَوْم الْقِيَامَة كَمَا شِئْت أَو كَمَا يَشَاء فَقَالَ كَمَا يَشَاء فَقَالَ يَا سَائل لَك مَشِيئَة مَعَ الله أَو فَوق مَشِيئَته أَو دون مَشِيئَته فَإِن قلت مَعَ مَشِيئَته ادعيت الشّركَة مَعَه وَإِن قلت دون مَشِيئَته اسْتَغْنَيْت عَن مَشِيئَته وَإِن قلت فَوق مشيئتة كَانَت مشيئتك غالبة على مَشِيئَته ثمَّ قَالَ أَلَسْت تسْأَل الله الْعَافِيَة فَقَالَ نعم فَقَالَ فَعَن مَاذَا تسأله الْعَافِيَة أَمن بلَاء هُوَ ابتلاك بِهِ أَو من بلَاء غَيره ابتلاك بِهِ قَالَ من بلَاء ابتلاني بِهِ فَقَالَ أَلَسْت تَقول لَا حول وَلَا قُوَّة إِلَّا بِاللَّه الْعلي الْعَظِيم قَالَ بلَى قَالَ تعرف تَفْسِيرهَا فَقَالَ لَا يَا أَمِير الْمُؤمنِينَ عَلمنِي مِمَّا علمك الله فَقَالَ تَفْسِيره إِن العَبْد لَا قدرَة لَهُ على طَاعَة الله وَلَا على مَعْصِيَته إِلَّا بِاللَّه عز وَجل يَا سَائل إِن الله يسقم ويداوي مِنْهُ الدَّاء وَمِنْه الدَّوَاء اعقل عَن الله فَقَالَ السَّائِل عقلت. قَالَ فِي الارادة الدِّينِيَّة الْبَقَرَة يُرِيد الله بكم الْيُسْر وَلَا يُرِيد بكم الْعسر النِّسَاء يُرِيد الله ليبين لكم وَيهْدِيكُمْ سنَن الَّذين من قبلكُمْ وَيَتُوب عَلَيْكُم وَالله عليم حَكِيم الْمَائِدَة مَا يُرِيد الله ليجعل عَلَيْكُم من حرج وَلَكِن يُرِيد ليطهركم وَقَالَ فِي الإرادات الكونية الْبَقَرَة وَلَو شَاءَ الله مَا اقْتَتَلُوا وَلَكِن الله يفعل مَا يُرِيد وَقَالَ الْأَنْعَام فَمن يرد الله أَن يهديه يشْرَح صَدره لِلْإِسْلَامِ وَمن يرد أَن يضله يَجْعَل صَدره ضيقا حرجا كَأَنَّمَا يصعد فِي السَّمَاء. {ولكن الله يَفْعَلُ مَا يُرِيدُ} من اختلافهم، فيوفق من يشاء، ويخذل من يشاء لا اعتراض عليه في فعله، وهذه الآية دالَّةٌ على أنَّه تعالى هو الخالق لإيمان المؤمنين، والخصم يساعد على أنه تعالى يريد الإيمان من المؤمن. يدلُّ على أنه شاء كينونة اختلافهم فخلقه فيهم تمكينًا ومدًّا على ما أراد من غير إخبار ليميز الخبيث من الطيب بالحكمة. يعني أنه تعالى يوفق من يشاء لطاعته والإيمان به فضلا منه ورحمة ويخذل من يشاء عدلا منه لا اعتراض عليه في ملكه وفعله. أي: يوفق من يشاء بفضله ورحمته، ويخذل من يشاء بعدله وحكمته، وله الحجة البالغة والحكمة التامة. ولكن الله يفعل ما يريد "، بأن يوفق هذا لطاعته والإيمان به فيؤمن به ويطيعه، ويخذل هذا فيكفر به ويعصيه. فيهدي من يشاء إلى الإيمان برحمته وفضله، ويضل من يشاء بعدله وحكمته. لَا رَادَّ لِحُكْمِهِ، وَلَا مُبَدِّلَ لِقَضَائِهِ، فَهُوَ يَفْعَلُ مَا يَشَاءُ، وَيَحْكُمُ مَا يُرِيدُ. أي يوقفق من يشاء فيطيع، ويخذل من يشاء فيعصي. لا يجوز عليه الاعتراض ولا يبلغ الى كنه حكمته غيره. فيوفق من يشاء فضلًا، ويخذل من يشاء عدلًا. وَلكِنَّ اللَّهَ يَفْعَلُ ما يُرِيد ُ من الخذلان والعصمة. من المشيئة النافذة الدالة على العزة والملك. بين أَن الْأُمُور كلهَا بِمَشِيئَة الله تَعَالَى وإرادته. مِنْ توفيق من شاء وخذلان من شاء.
